3. QUALITY ASSUSANCE
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 NSF. Acceptable evidence of meeting the requirements of NSF shall be one of the following:
(1) A listing in the current edition of the NSF “Listing of Food Service Equipment” and display of the NSF seal on the finished range.
(2) A certification for the range issued by NSF under their special onetime contract evaluation/certification service.
(3) A certified test report from a recognized independent testing laboratory acceptable to the Government agency for which the electric range is being procured that the range has been tested and conforms to NSF Standard No. 4.
3.3 UL. Acceptable evidence of meeting the applicable requirements of UL 197 shall be the UL listing mark, or a certified test report from a recognized independent testing laboratory, acceptable to the Government, indicating that the range offered conforms to the applicable requirements of UL 197.
3.4 End item examination. The contractor is responsible for assuring that the product offered conforms to the stated requirements. Sampling inspection shall be in accordance with MIL-STD-105. The inspection level shall be II and the acceptable quality level (AQL), expressed in term of defects per hundred units, shall be 4.0. The lot size shall be expressed in units of ranges. The sample unit shall be one complete range. The defects are as follows:
Any missing component
Any burr, sliver, sharp edge, rough die, tool, gauge, trim, or grind marks
Not constructed as specified
Not fabricated of materials specified
Any component fractured, bent, buckled, dented, punctured, or malformed
Fastening devices missing
Welding not smooth and free of cracks, burn holes, or undercuts
Manufacturer’s identification marking missing or incomplete
Controls not accessible from the front
Switches and controls not provided
Thermostat dials not graduated
Grease trough not provided
