3. SALIENT CHARACTERISTICS.
3.1 Description. The percolator-type coffee makers shall consist of a body, cover, base, handle(s), coffee basket and stem assembly, heating element(s), and a flexible power supply cord. Type I coffee makers shall be equipped with two heating elements (a high-heat brewing element and a low-heat warming element) and an automatic control for a cycling thermostat to provide both brewing and warming cycles. The thermostat shall automatically de energize the brewing element and initiate or sustain operation of the warming element when the brewing cycle is completed. A signal light shall indicate when the warming cycle commences. The coffee makers shall be suitable for operation on a nominal 120-volt, 60 Hz, power source.
3.2 Standard commercial product. The coffee makers shall, as a minimum, be in accordance with the requirements of this CID and shall be the manufacturer's standard commercial product. Additional or better features which are not specifically prohibited by this CID, but which are a
part of the manufacturer's standard commercial product, shall be included in the coffee maker being furnished. A standard commercial product is a product which has been sold or is being currently offered for sale on the commercial market through advertisements or manufacturer's catalogs or brochures, and represents the latest production model.
3.3 Safety. The design of the coffee maker shall be such that no fire or electrical shock hazard is present when the coffee maker is connected to a power source. The leakage of current of the coffee maker shall be not greater than 0.5 milliamperes when connected to a nominal 120-volt supply.
3.4 Performance. The coffee maker operation shall be completely automatic when the coffee maker, filled to rated capacity with cold water at a temperature of 65 degrees Fahrenheit ( F)
5 F (18 degrees Celsius ( C) 2.8 C), is connected to the 120-volt power supply. At the completion of the brewing cycle, the temperature of the beverage shall be not less than 170 F (77 C) and be not greater than 205 F (96 C). The serving temperature shall be not less than
170 F (77 C) for a period of 1 hour in an ambient temperature of 75 F 5 F (24 C 2.8 C).
4. REGULATORY REQUIREMENTS.
4.1 Materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). Unless otherwise specified herein, all equipment, material, and articles incorporated in the work covered by this commercial item description are to be new and fabricated using materials produced from recovered materials to the maximum extent possible without jeopardizing the intended use. The term "recovered materials" means materials which have been collected or recovered from solid waste and reprocessed to become a source of raw materials, as opposed to virgin raw materials. Unless otherwise specified, none of the above shall be interpreted to mean that the use of used or rebuilt products are allowed under this commercial item description.
